I've got a few friends who use Soundcloud, I'm not 100% sure if there is a commenting system, but it's set up to submit and share your music so I would assume there is.

I've used Soundcloud and you are able to comment on other's work. I'm not a frequent user, but I have had comments on things that I have posted.

Soundcloud is what you are looking for and it is quite functional - of course once your music is out there......
