Well, the Astrologers do, certainly.

I imagine the ones in this story to be like a priestly caste in a theocracy; using belief in astrology to control people.

It's also partly inspired by the Indian caste system. My family, on my fathers side, are Kshatriya; which is the ancient hindu warrior
caste but, like soldiers of today, I'm sure
they were involved in oppressing people.

Something very different from you. I really enjoyed this, good use of the IP. No matter who, where or how we live 'they' will always find a way to control us.
