Should Grammar Change?

I know that language changes, but should grammar change? I heard this morning on BBC Breakfast, our Education Secretary say "I know that there is lots of reviews" I know she's speaking live and under duress, but this has become commonplace: using the singular to describe a plural. This has found its way from across the pond where they speak a pidgin English, and I just wondered what others think.
