How do the ABC in-site bookmarks work?

I've read the FAQ bit about in-site bookmarks numerous times, and I can't for the life of me find the bookmarks heading it mentions. I've checked all my settings to make sure it isn't accidentally disabled, I've scrolled down the right-hand sidebar very slowly several times, and still nothing. Is anyone able to remedy this?
