In 1988 Iranian Revolutionary guards established Payeme Noor University for providing open and distance learning and promoting what they called revolutionary thoughts. In the same year, it took its first intake in five degree programs at 28 study centres remained from Abureihane Birouni University and Islamic Azad University.

In addition to admit student through passing the National Entrance Examination held annually by the National Educational Assessment Organization, the university launched encompassing degree programs in 1994 to admit students through an acceptable grade point average (GPA).
Presently, PNU has 500 local study centers and campuses which are scattered throughout the country and administered under 32 provincial centers. It has also an international study center based in the university headquarters in Tehran named Office of Education under the Centre for Education and International Collaborations. PNU has about 3,500 academic members and 100,000 students.
