How many times must I assure you
that my love for you is without end?
Infinity’s a teeny-tiny thing
beside my love for you, my friend.
Long beyond the beating of my heart;
when no breath is left within my breast,
I believe my soul shall even then
long for you and love you without rest.
Please do not think we have grown apart
because “I love you” has not been spoken.
Kiss me and let it place a golden seal
upon our love that cannot be broken
and if, one day, my spirit should depart
look for me in the heaven of your heart.

Yes. It's about someone who's always asking "Do you love me?", who constantly needs reassurance, who worries too much and an attempt to get through to them that you love them so that they'll stop worrying.
