anyone know this film

Hi, this is driving me mad.

In about 1999/2000 I saw this Belgian or Dutch film set on the docks (probably Antwerp if it's Belgian). It was about a well-meaning clerk who gets into this insurance scam (possibly faking his own death). It's contemporary, but shot in black and white, and it features a significantly moustachioed villian. I believe it has a one word title, but I don't know what that title is. Does anyone know the title? I'd be most grateful.

I know it's obscure.

Don't know the film, but imdb have this 'power search' feature where you can, for instance, find all b&w belgian films made between 1999 and 2000 that were not shorts or tv series etc. I tried that (I've been a bit bored at work this work) but didn't find anything which mentioned dock workers, but it might be worth you having a go. Dan, Thank you kindly. I'll certainly have another go on imdb with this power search. Just read your piece on pastry in Cornish mines. In Derbyshire, when they wanted to test for explosive gases down the pit, they sent a pony with a burning hay bale on its back. If it was blown to pieces, this was taken as evidence of methane. My mitts, by the way, are purfickly clean. Thanks again Georgie.
