A Teenage Life Prologue- Change in Plan

Camden Station, 3:45am, Midwinter
Camden, just east of Ramahi City.
The man with the cloak and hood slinked across the terminal, gray eyes peering about cautiously, waiting for the Amahi to arrive. The Amahi was the Empire's messenger, one of the messengers that brought life changing news. The Emperor, currently residing in Azden, ruled everyone and everything, and anything he declared became law, and those who did not follow it were severely punished, sometimes executed on the spot. Though he didn't always agree with the Emperor's rules, he didn't question them, didn't break them, because he got paid handsomly for doing what he did. He checked his wrist watch and sighed, tapping his foot against the cement ground impatiently. "Where the hell is this jerkoff?" he whispered to himself, his eyes gazing around for the Amahi. A figure suddenly appeared from around the corner, a cigarette in his mouth. The newcomer pulled the cig from his mouth and tossed it to the ground, crunching it under his toe as he continued forward.
"Finally. Where have you been?" he asked, frustrated. It was Midwinter; it was cold. Didn't this guy know that he was cold and wanted to go home? "It's freezing out here."
"Yeah yeah," said the Amahi. "Don't get your skin in a knot Raziden." the Amahi, with short brown hair and intense green eyes, pulled a letter from his pocket. "What I have here is different, maybe even a little shocking. But we are at war, as I'm sure you know." he chuckled to himself. "The Empire needs to do this, though I don't quite like what it calls for, but as I'm sure you know, we need to win against the Katori, and now there is a new threat: the Outsiders. They think they can come to our land and take over, but they're wrong. On this, I agree with the Emperor." he handed the letter over to Raziden. Raziden gripped it awkwardly and prepared to open it. "Read what it says, and follow it exactly. Whatever it says in there is law." and then the Amahi, a guy Raziden knew as Tabar, turned and faded away into the darkness of the night.
Raziden frowned and gripped the letter tightly, before slowly opening it. Frowning, he read over its contents, not liking what he was reading. "All teens?" he whispered. "Oh that's not good..."
The letter read:
Spokesperson of Camden,
We, the Empire, declare that all teens residing in the ages of thirteen to eighteen must report to the station of your area, and be taken away for training. Failure to report to the station will result in severe punishment and maybe execution of the entire family. We do not mean to cause harm, but this is a necessity. Once trained, teens will report to the battlefield to fight in our war. Many will not return, but this is a sacrifice we have to make.
Do not argue about what we delcare; we must do this, there is a war going on that we simply must win. All teens report to the station by Late Winter with their things and be prepared to be sent to training camps. Do not whine and argue; those who do will be punished.

The Empire
Raziden frowned as he reread the letter, not quite believing what he was saying. "Oh boy..." he breathed. "No one is going to like this..." sighing, he turned on his heel and began making his way back into the quiet streets of Camden.
