Please help me Tony

Dear Mr Blair,
Some people call me thick and I have always been a social outcast, and
in general I am regarded as the village idiot. This I have come to
accept, as the saying goes, sticks and stones may break my
bones&;#8230; but at least I'm trying!
I have started to watch the BBC and ITV news reports so that when I'm
down my local pub I can repeat what I have heard the newsreader saying
and join in with the general conversation. This has been a huge success
so far and I now know not to give an in depth account when someone
comments on the weather.
However I need your help!
Recently on news reports, on various different channels, a word of
which I do not know the meaning is being widely used.
The word in question is 'DEVOLUTION'?
Now, last night down my local, someone asked me my opinion on
devolution. To which I replied, "There's no way I want to go back to
living in a cave". The rest of the pub fell about laughing, but I was
quite serious.
Could you please explain the meaning of this word? Is it the opposite
of evolution?
I know from watching news reports that the use of automobiles is adding
to the green house effect, so by supporting devolution are you
suggesting we go back to the good old days. When you could leave your
front door open, kids would play in the street and when they made them
like they used to, the days of the horse and cart. No pollution mankind
saved, fantastic!
Could you please put me straight on this matter, so that I can regain
my credibility down The Bull and Cock the next time I go for a
pint.
Yours sincerely
Mr Ofar Quarson
P.S. I am also doing my best to combat the green house effect. My
neighbour erected
one at the weekend so I demolished it last night
