Chapter 11) The Koosians
'Computer, give Swing a short biography of the Koosians.'
The computer began displaying images of a planet; images of its population architecture, and it technology. While the computer give a voice over.
'The planet koos is the origin of the koosians. And is situated ten light years from Earth. They are a humanoid species who made few advances in civilisation, until they were visited and contacted by the Jashen from the nearby planet, Jash. A large planet in the same solar system, who over the next five thousand years traded with the Koosians, in minerals, in return for very limited technological information, and basic machines for use in agriculture, and transport: flight, and later space travel. But the Jashen withheld and maintain restrictions of many of their more advanced technological achievements, thinking the Koosians not culturally developed enough to use it responsibly. The dominant Jashens were constantly having to put a stop to the many wars on Koos. Mainly because those wars threatened to interrupt the trade, which was crucial to their own development. So over time, a symbiosis between the two planets evolved. Until Jash was, unfortunately, struck by an enormous asteroid, which almost devastated their species...
'Then it was the Koosians who became the dominant civilisation, more or less enslaving the surviving population of Jash. They also have domain over three other inhabited planets in their solar system: Fuda, Lasmon, and Pogoon, which have primitive civilisations, and had also been trading partners with Jash. Most of the Jashen technology had been lost, so the koosian future development suddenly slowed significantly... and often slipping into wars and conflicts between themselves.
'They had, and still have not, advanced their space travel to near light speed. Only achieving half that speed. So their intergalactic exploration has been limited by distance. And their exploration to other nearby solar systems have not been friendly; usually made only to exploit, and harass less developed species than themselves for gain.
'They have concentrated their technological development on very aggressive and crude weapons to maintain their dominance over their planet, and those planets in their solar system. Many Koosians have also became pirates, attacking any passing ships, mostly trading ships with little defence, be them koosian or not.
'Their appearance now on earth in this Time Zone means they have, some how, possession of the ability to time travel, which must be seen as a very worrying development.
'There is an organisation, Swing called The Intergalactic Federation, comprised of a multitude of responsible civilisations, which works toward keeping the peace, and setting standards for trade and interactions between civilisations. These standards are reached by consensus, and are called Intergalactic Federation Tribunal Agreements, (IFTA) One of the main agreements states: ''No, so called, civilisation, that has not signed up to full Federation cooperation rules should be given advanced technology, by any of its members. And should not be apart of any trade agreements.'' The Koosian are one of these civilisations at the top of the list of defaulters.'
'So,' said Miniator, 'the question is, what do we do about them? What we have seen so far from their activates here on Earth is worrying and distressing. But I feel we need to know what is going on, and where. So if you are in agreement, Swing, I suggest we find out...?'
'Hi, Captain, I'm in agreement.'
'Captain, reported the computer, 'although I could not identify the flying-craft. I've been running an analysis of their engines. The design is particular to Mermian design... And definitely not Koosian.'
'So the plot thickens, as you Earthlings say, Swing.'
'Do they? I've not heard it, Captain.'
'Probably after your time, Swing.'
'But who are the Mermians?'
'A second layer advanced civilisation, and members of The Intergalactic Federation, so not likely to have anything to do with the Koosians... So, we have established those crafts have a base somewhere over that ocean, and are Mermian built, but their pilots speak, Koosian.
'I think our next step is to find that base and have a good look at it. But how to do that without being observed. Computer suggestions, please?'
'Shift change to submarine, to avoid detection, cross the ocean, and monitor flight patterns before surfacing in a well covered observation point, Captain.'
'Excellent, Computer!'
