1 in 4 Lottery - A type of lottery with lots of winners designed to promote happiness rather than generate profits

Every time the 1 in 4 lottery is played, all the people who bought lottery tickets are divided up into 4 equal sections and one of the sections is randomly chosen to win both their money back and the money from the other 3 sections.
Why is this a good idea? : My main desire is simply to have a system where large numbers of people make some money and feel happy. In a lottery where 1 in 4 of the people who bought a lottery ticket have a chance of winning then a lot of people are going to get some money and be happy.
Obviously this is not the kind of lottery where you would become a millionaire but it is the kind of lottery where a lot of people will feel the psychological boost of winning a little bit of money.
Furthermore, I believe that people would play this kind of lottery again and again because they would always have very good odds of being in the winning quarter.
