Safety Idea : Emmergency lowering jackets for towerblock disasters.

A lowering jacket would be like a life jacket attached to a very long rope.
In the event of a towerblock fire, a parent could strap their child securely into the jacket and then lower them out of the window, on the rope, to the ground.
Ofcourse the drawback with this is that the parent has to make sure they lower the child slowly and there is a danger that the parent, while they are lowering the child, might be killed by the fire or suffocated by the smoke.
However, if you take into consideration the fact that, occasionally things could go wrong, I still think that such a jacket would save more lives than it would put at risk.
