about holidays.
Do we have to quarantine

To say the least. One has to be careful in choosing one's destination in case the place selected becomes non grata.

I don't understand it either, I mean you have covid they can test you, why should you then be isolated and quarantined for two weeks or whatever, it can't make a difference to anything can it?

When  Insertponceyfre. says: 'it's confusing, isn't it!' I believe she is referring to the testing of coronavirus and how the quarantine rule is applied when someone returns from Spain, Greece, or other infected countries, which is the message that this tanka is trying to convey.
I have the impression you are confused by the poem itself. Basically the text implies that, with their often contradictory regulations, ministers don't know if 'they are coming or going' as the saying goes.
