If you look at a photo or a video of someone who has passed on then you are seeing a ghost. Technically: A ghost is an image or vision of a dead person, without substance.
Pictures of people who have died are everywhere. They're harmless.

Thinking of literature
Thinking of literature (mostly fiction) depicting a “ghost”, it is a soul which cannot find peace or rest. This because of wicked deeds in life, or unavenged blood. It is a (wandering) apparition and is usually completely unaware of the observer (bystander), it doesn't communicate and does not respond to anything.
So I feel that a ghost is not conscious, and therefore, does not necessarily have a “consciousness”.
