Layers of authority,
avoid responsibility,
the ‘buck’ lands nowhere,
no-one knows the whole,
no-one knows the enquirer,
‘chinese whispers’ muddle all,
advisers sought
with expertise,
ideas seize,
boxes tick,
opinions pick,
the maze confuses,
the query loses.
