that's the way your money goes,

Half a gramme of millionaires' rice,

a thimbleful of diesel:

that is cheap at twice the price,

like a lot of American slang it was brought over by the GIs in WWII and enjoyed a brief vogue in post-war Britain too. It's probably an expression Stanley Johnson still uses.
