Watery sniffs, like the dripping

of rain to the forest floor.

I think some authority should hand out free tissues in crowded places in winter. The health of the nation would improve drastically and the NHS would coast it.

Worth a try. People sell them on street corners and passing along less crowded Metro trains here.
